On 16 May 2025, the delegation of the Shenzhen Court of International Arbitration (SCIA) participated in the inaugural Russian International Arbitration Congress (RIAC) in Moscow. The SCIA delegation also conducted an arbitration rule roadshow focusing on enhancing China's international arbitration credibility to boost its global influence. Over 60 professionals from Russia, the UK, the US, Singapore, India, and other countries in the business and legal sectors engaged in discussions.
During the keynote speeches, Liu Xiaochun, President of the SCIA and Executive Chairman of South China International Arbitration Center (Hong Kong) (SCIAHK), presented "Is China’s International Arbitration Impartial,” highlighting the latest developments in Chinese international arbitration.
Li Xiongfeng, Secretary-General of the SCIAHK and Deputy Director of the International Cooperation and Development Department of SCIA, discussed the new choices for resolving commercial disputes between Chinese and Russian enterprises from the perspective of the “two jurisdictions, two arbitration institutions" framework. Additionally, Fan Wenjing, Director of the General Department (Secretariat of the SCIA Council) of the SCIA, shed light on the diverse roles of foreign professionals in Chinese international arbitration.
In the roundtable discussions, SCIA arbitrators Zhang Zhi, Zhang Zhenli, Liu Zhong, Xu Jianjun, and Ma Zhihua shared insights on third-party funding in Chinese international arbitration, the effectiveness of arbitration agreements and enforcement of arbitral awards in Russia, the innovative rules of SCIA Optional Appellate Arbitration Procedure, collaboration mechanisms between SCIA and the Russian Arbitration Center (RAC), and the choice of Chinese arbitration by Russian enterprises.
Peng Yanbing, Deputy Legal Counsel from the International Cooperation and Development Department of the SCIA, moderated the rule roadshow. At the event, Liu Xiaochun presented certificates to SCIA arbitrators from Russia, including Dmitrii Dedov, Nina Vikova, Anna Grishchenkova, and Dmitry Davydenko.
Following an invitation from RAC CEO Yulia N. Mullina, the SCIA delegation visited RAC and the International Comparative Law Research Center (ICLRC) in Russia. They reached a consensus on deepening cooperation, strengthening exchanges, and effectively resolving international commercial disputes.
While in Moscow, the SCIA delegation was invited to make a speech at the RIAC forum on "Opportunities & Challenges for Young Arbitration Practitioners in a Multicultural World". They also visited the Moscow Chinese Trade Center, and engaged in discussions with Chinese-funded enterprises in Russia on preventing international commercial risks and resolving disputes.
