A delegation from the Standing Committee of Shenzhen Municipal People’s Congress and the Shenzhen Court of International Arbitration (SCIA) visited the Istanbul Arbitration Centre (ISTAC) on 21 May 2025. During the visit, SCIA and ISTAC signed a Memorandum of Understanding (MOU) to enhance international arbitration collaboration between China and Türkiye.
Gao Shengyuan, Vice Chairman of the Standing Committee of the Shenzhen Municipal People's Congress, highlighted the legislative achievements of Shenzhen in promoting and regulating international arbitration innovation, especially through the Ordinance on the Shenzhen Court of International Arbitration, setting a global precedent for institutional reform in international arbitration.
The MOU was signed by Liu Xiaochun, President of SCIA, and Egemen Gürgün, Vice Chairman of ISTAC. The agreement outlined mutual efforts to promote international arbitration and provide assistance in court proceedings.
Discussions between the two parties focused on advancing international arbitration practices, establishing cooperative mechanisms, and aligning the “Middle Corridor" with the Belt and Road Initiative (BRI) to enhance international arbitration cooperation bridging East and West.
The SCIA delegation engaged with institutions such as the Chinese Enterprises Association in Istanbul, Turkish Chinese Private Enterprises Chamber of Commerce and many Chinese enterprises in Türkiye. Discussions centered on risk management and dispute resolution for overseas enterprises, exploring new approaches and mechanisms for resolving cross-border disputes.
Moreover, the delegation of the Standing Committee of Shenzhen Municipal People’s Congress and the SCIA delegation visited Galatasaray University and its Faculty of Law. They exchanged insights with the University’s president, Prof. Abdurrahman Muhammed Uludağ and others on the legal education systems of both countries and deliberated on collaborative mechanisms for nurturing international arbitration talent.
