On 21 March 2026, during APEC China Year, the Shenzhen Court of International Arbitration (SCIA) and Bauhinia Culture Group jointly held the launch ceremony for the new book SCIA: Then and Now. On the same occasion, SCIA inaugurated the History Gallery of China's Reform and Opening-up and the International Arbitration in the Shenzhen Special Economic Zone (SEZ) at the SCIA Tower in Qianhai.

Coinciding with the 45th anniversary of the establishment of the Shenzhen SEZ and welcoming the 2026 APEC China Year, SCIA and Bauhinia Culture Group collaborated to publish the book in both Shenzhen and Hong Kong. Featuring 848 precious historical photographs and 44 illustrations by artist Xiao Lin (Lin Dihuan), SCIA: Then and Now offers a vivid account of the pioneering development of international arbitration in the Shenzhen SEZ against the broader backdrop of China's reform and opening-up.

The ceremony was attended by a distinguished group of guests, including Wen Hongwu, General Manager of Bauhinia Culture Group; Shen Sibao, Chairman of the SCIA Council and Chairman of China International Economic and Trade Law Association; Yang Xiangbin, Director of the Bureau of Public Legal Services Administration of the Ministry of Justice of the PRC; and Chen Xudong, Director of the Guangdong Provincial Department of Justice.

Other prestigious attendees included Anthony Neoh SC, Vice Chairman of the SCIA Council, Former Chairman of the Hong Kong Securities and Futures Commission and Chairman of the Asian Academy of International Law; Elsie Leung, Member of the SCIA Council, Former Vice-Chairperson of Hong Kong SAR Basic Law Committee under the Standing Committee of the National People's Congress and the First Secretary for Justice of the Department of Justice of Hong Kong SAR; and Liu Xiaochun, Vice Chairman of the SCIA Council and President of the SCIA.

They were also joined by Zhu Erjun, Vice President of the First Circuit Court of the Supreme People’s Court; Chen Yongkang, Deputy Director of the Guangdong Provincial Department of Justice; Xiong Jiankui, Deputy Director of the Shenzhen Municipal Government Information Office; Zhang Bin, Deputy General Manager of Datong Publishing & Media; and Zhu Ping, Chief Judge of the Shenzhen International Commercial Court.

Wen Hongwu, General Manager of Bauhinia Culture Group, presented the book to Li Xueling, a founding member of SCIA's preparatory group in 1982.

Yang Xiangbin, Director of the Bureau of Public Legal Services Administration of the Ministry of Justice of the PRC, presented the book to Wang Bo, Former Chairman of the Legislative Affairs Committee of the Guangdong Provincial People's Congress.

Chen Xudong, Director of the Guangdong Provincial Department of Justice, presented the book to Elsie Leung, Member of the SCIA Council and the First Secretary for Justice of the Department of Justice of Hong Kong SAR.
