On 2 July 2026, a delegation of 19 legal professionals from 10 African countries visited the Shenzhen Court of International Arbitration (also known as the Greater Bay Area International Arbitration Center and the South China International Economic and Trade Arbitration Commission, hereinafter referred to as the "SCIA"), as part of the 13th session of the China-Africa Legal Talent Exchange Program.

The delegation included distinguished figures such as Gilberto Mizalaque Balanga Vunge, Deputy Attorney General of Angola, and Ravaka Vonimbola Andriantsoa Ép. Andrianaivotseheno, President of the Madagascar Arbitration and Mediation Center.

Liu Xiaochun, President of the SCIA, delivered a keynote speech titled "SCIA: A Bridge Connecting China & Africa", introducing the "Two Cities, Two Institutions" framework and highlighting that the SCIA and South China International Arbitration Center (Hong Kong) (SCIAHK) serve as a bridge in supporting China-Africa trade, investment, and legal cooperation.

Following the lecture, the delegation toured SCIA's History Gallery of China's Reform and Opening-up and the International Arbitration in the Shenzhen Special Economic Zone. They also visited the International Cooperation Zone and the International Arbitration Hearing Zone at the SCIA, gaining a deeper understanding of the latest advancements in China's international arbitration.

Attendees included Gu Ran, Director of the European and American Department of the Academic Exchange Center of the China Law Society; Gu Weilun, Secretary-General of the Shenzhen Law Society; and Huang Guoyong, Assistant President and Director of the International Cooperation and Development Department of the SCIA.

Liu Xiaochun, President of the SCIA and Executive Chairman of the SCIAHK, delivered a keynote lecture.

Delegates attended the lecture and toured the SCIA.
